The character people behind the badge, not the number of officers present, is what counts in a crisis situation. The shooting at the Robb Elementary School in Uvalde, Texas last May drove home that lesson for nearly everyone.

Some 376 police officers, many federal and state personnel, stood in the hallways and outside the building as a mentally disturbed young man murdered 19 10- and 11-year-old students and two teachers. It took more than an hour for law enforcement personnel to enter the classroom and engage the shooter.
